Try Microsoft Shortcut.exe.

Yes !!!

You can use it with:

-Windows Me.
-Windows NT 4.0.
-Windows 2000.
-Windows XP.
-Windows Server 2003.

I do have a Windows95 (OEM?) CD that was delivered with my newly PC (long ago)

There is no file shortcut.exe anywhere on the CD.

Where do I get this file?
