Windows restarting

I went to turn on the computer and it came to the screen
where it asks you to start Windows in Safe Mode,
Normal Mode, etc. Every option chosen makes the
computer restart then go straight back to the same
screen. What happened and how can I fix it?

You'll likely have to run a repair on your system. Boot to your Windows 2000 CD and cycle through the install until you get to the point where it finds and existing install and gives you the repair option
