Windows not recognizing cd drives

Just like the title says ^_^.
A friend wanted me to fix their computer. They told me that a previous cd drive wouldnt reconize cds so they bought a new one to install it. Once they did it, the cd drives wouldn't even show up in windows. When I took a look at it, everything ran fine in the bios. The motherboard worked, the cd drives works, except windows will only reconize the cd drives in hardware manager. It claims that it has the drivers installs are not adequate or something along those lines. I've tried updated in the drivers, but it still does not show up in My Computer.
Oh, whoops I forgot >.<... all cables are where they should be and jumper settings are correct.
Summary: My old Compaq Presario 1800-XL1 was having lots of problems and I thought I'd be smart and start over - reformatted HD and ready to reload Windows... except I forgot that the CD drive is broken on it....
