what do you mean by forwarders? you mean DNS forwarding? or alternate DNS servers?

Dynamic IP on a DNS server? WHY? Why in the world would you want to do that?
The biggest reason for Forwarding not being available is because your DNS server is probably configured with a root zone. This will be displayed as "." in the DNS Manager. If your DNS server has a root zone then by definition it can not Forward request because the "." (root) zone indicates the top of the DNS tree - ie, no where else to go.
If you want Forwarding to be enabled, delete the root zone. Restart the DNS manager and your Forwarding should be enabled again. And for god's sake, give it a static IP.
