Windows 2000 Logon Banner Limits

I am implementing a very specific Logon Banner for our domains so we can come into compliance with our new requirements. The banner I have is about 4000 characters long but I'm limited to only 512 in the GPO security setting. Does anyone know how to alter this. Am working in a pure W2K environment. Thanks.

This may help. Perhaps if you experiment changing the REG_SZ to a REG_MULTI_SZ?
