Our application has been fully tested in native Japanese, Chinese, French, German based windows 2000, windows XP and windows 20003 machine.

Currently we have agreed to support language pack installed machines.

The application runs has service, I have set the default system locale to the locale I wise.

The application comes up fine in selected locale and displays proper locale strings. On reboot of the machine after logging-in (runs as service) the application displays English strings.

Stopping the application and starting the application displays proper locale strings chosen.

This issue happens only on windows 2000 and not in windows 2003 and windows XP.

Why does in happens in windows 2000 language pack installed machines?
