CPU/Ram: Dual Xeon 2.4Ghz / 2Gb

Having used active directory to restrict access to the DOS prompt I find this is only effective against CMD.exe. Running command.com from a shortcut opens a DOS box much to my anguise and annoyance. Any ideas, suggestions, or just a loaded gun ?

Why not just deny users permission to open command.com?
