Win2k-Pro First Start reboot loop

Clean Win2k-Pro install from win2k cd beside win98 on old cranky box. Install went well. First boot to new OS loops to reboot. Can't see BSOD I know is lurking there as OS has never come up to disable default "reboot computer on error" property. Anyone know of a way to disable the default w/o getting the OS up? Safe boot options all produce same loop. Enable boot log option doesn't write ntbtlog.txt file. Can access %systemroot% (c:\winnt) via Win98 OS, ms-dos boot, or win2k workstations and server on the network.
Disk formated with single partion FAT32.
Suggestions Appreciated,

Perhaps your "old cranky box" contains a "cranky old" VGA card? I had the same reboot loop problem using an old-ish VGA card on a super-new motherboard (Athlon XP). However, trying the "VGA" Safe boot DID manage to log me in, but caused all sorts of problems. Normal boots afterwards would still result in the wretched loop.

Problem was resolved when I changed the VGA card. Having said that, the same OLD-ish VGA card worked just fine with Win2K on a P-III motherboard. Go figure
