I installed Sp3 soon after it came out on a P3-450 (256MB Ram). On the first restart, the O/S loaded, everything but the desktop. I restarted again and finally got everything to load, but the speed of bootup is now 2 or 3 times slower than under the the first 3 service packs. Are system requirements upped for these service packs? MS never seems to inform users of any increased requireents when patching the O/S.

In my case boot-up takes nearly twice as long and shutdown takes at least 3 times longer than with SP2. According to Microsoft SP3 is a collection of fixes in the areas of: setup, application compatibility, operating system reliability, and security issues.
