win2k relogin only get cursor

I am able to login to win2k domain successfully the first time but after logout then log back in all I see is a movable mouse cursor on a blank screen. I tried Crtl+Alt+Delete and nothing happens. My only recourse is to force a power off. Same thing happens when I power back up.
