win2k briefcase not work

when i create a briefcase on desktop by right-clicking and choose new>briefcase, it appears as default win icon. double click it, jumps out the window "open with...". if i add the extension name ".bfc" to that file, the icon is right. but double click, jumps out the"file down.."window, any button"save, cancel, open" won't work as properly. Can anyone help to solve and make my briefcase work? thanks.
