Win2000 UPS serivce won't start

I'm trying to use the UPS feature located in Power Options. However the UPS tab is not there. If I go to services & set the UPS service to automatic I find an error message in my event log that it cannot start that service because of a problem. Upon further searching it tells me that there is a file missing. It does not tell me what file it is that's missing. Both the UPS.exe and the APCUPS.DLL files are on my system & in the correct location. The event ID I get for the UPS service is 2481. The ID from the Service Control Manager is 7000 and all it says is "The UPS service failed to start due to the following error" "A file can not be located"
If I manually start the service it basically says the same thing with the addition of Error 2.
One final tidbit of info. This started AFTER I uninstalled APC PowerChute Business Edition 5 Node software. I do remember thatn when I installed it it told me that it was removing the native UPS serivce, what file(s) if any did it remove?
