from what i think you are saying seems similar to what we have set up here.... (may have mis-interpreted what you are trying to do though) when we add a printer by ip address we go into printers> add printer> add local printer (but un tick automatically detect etc) then on the next screen click create new port and change it to TCP/IP (the option should be there in the drop down list) then it will ask you firstly for the ip address and then for what printer is and there you go...
