win2000 adv serv hacked?

running win2000adv server and have lost the settings choice from the start button, can use the .cpl files but lost icon, two most common explanations to me so far , win2000 got corrupted, the other I got hacked, any info would be appreciated

it is missing no matter who logs in to the server
