Hello, I have XP on a master drive and win 98 on a slave. is it possible to install XP on the slave drive without having the XP installation CD?

Yes, but you'll need an imaging utility such as Norton Ghost. This will create an exact copy of your master drive, so bear in mind that if you then go and put the slave drive in a different machine there may be problems with motherboard drivers, etc. when Windows loads.
Also, if the XP partition uses NTFS, you'll need Ghost 2003. Older versions can only ghost FAT partitions.

You may also have to do some changes to the way it is booted. This may include ediitiing of the boot.ini file/s.
Also depending on what you are trying to achieve you may need to resite your NT boot loader.
A few questions come to mind here. These being:
What is the end game or plan?
Are you trying to set up a second version of XP in another drive?
OR
Are you trying to relocate your XP from the master to the slave?
In either case where will Win98 reside? Also what boot loader are you or will you be using?
The answers to these may result in different answers to your question.
