Win 2k Modem Question

Hi!
Just a quick question re Win 2k and modems - do you need to have the modem turned on before booting into windows? Is there a way around it?
I had a US Robotics serial modem with win2k drivers and it worked fine so long as I turned it on before booting up the PC - If I didn't switch it on, I had to restart the PC and switch it on!
I have since purchased a USB Modem, and because it has no power switch, I can't power it up before the PC. This means that I can't connect to the Internet.
I have since gone back to Win98SE and it works fine. Just curious to know if the modem needs to be switched on under win2k or if the problem lies somewhere else. Note that all drivers were correctly installed in all cases.

If you forget to switch on, after the PC booted up, just go into the Control Panel, System, Hardware, Device Manager, then right click the mouse, select "Scan for hardware changes" and the modem should be loaded for use.

I'm having a similar problem. I've loaded W2K onto a 2 yr old laptop with P233. I have connected a Zoom USB modem to it. It installs ok but every time I try to either dial out with it or query it, it completely freezes up the pc. A small blue screen of death and reboot follow. The USB modem works fine with all other pcs. Any ideas?
