win 2000 regresses to pio mode on fic sd-11

i have an sd-11 fic motherboard, an athlon 500, 80 pin udma66 cable and wd 13 gb udma compliant (udma/66) hd. whenever i run certain apps. (unreal, war ftp etc.) windows will kick into pio mode and i notice a huge decrease in performance. does anyone know how to force udma mode in win 2k and eliminate the pio mode option?
