Win 2000 Pro won't restart

hi, every time I install a new program and restart the PC as the program asked me to, the PC will not restart, it just sit at a blank screen with the desktop color (default sky blue color) and with the mouse pointer and it won't do anything (the mouse pointer is still move-able). Window 2000 Pro can shut down normally, but just can't restart after installion of a new program, and it takes awefully long to boot up compare to my 166Mhz laptop. My Desktop is a 900Mhz AMD Thunderbird, Gigabyte 7ZX M/B 256mb PC133 Ram 20Gb Seagate Barracuda 7200rpm 2m cache Hercules Geforce 2 GTS 64mb Sound Blaster live DB 5.1 and wireless Logitech Desktop Pro.

If you aren't installing a program it restarts and boots normally??? And what program are you trying to install? Is it Windows 2000 compliant? Do you have Service Pack 2 for Windows 2000 installed? K, ran outta questions already....
