My computer has two hard drives, C runs OS WIN 98 no problem, D was running WIN 2000 PRO., this for several months without any problem. I had to reinstall WIN 2000 'cause I had some internet access problems. When I reinstalled 2000, the computer entered a "forever" restart loop and never really finished the installation. Let me explain myself:
After the initialization screens, it normally takes me to the OS choice: want to use WIN 2000 or 98?, if I select 98, no problem, if 2000 it will go to "Starting Windows 2000", and then "SETUP IS BEING RESTARTED".
I have vital information on the D drive that I need to access. Is this a "big" problem or something minor that I just can't see how to solve?

Possibly there's a Card in your system that Windows doesn't like and restarts.
My suggestions are:remove any cards like: Modem, LAN, Sound etc, except VGA
try this, if it works, you can add in cards 1 by 1 later.
if that failed, go to Win98, update your virus definitions and scan your drives... if no viruses found, reinstall windows to a new drive, fresh.

dude i say u go for changing the boot in the boot.ini and the transfer the files to some storage and going for a possible format of the drive coz if any thing helps u out but dude possibility is the factor which may want u do install by formating the drive and reinstalling it so go for it
if NTFS drive go for a frndz pc having NTFSwell this is me

you cannot format using two different installs..meaning one drive cannot be fat32 and one NTFS,if so the problem occurs of not being able to access one of the HD's..I know cause I tried this with WinME and WIN 2000 pro. BUT you can format both to FAT32 and it will work.Reformat C:\ into FAT32 and reinstall Win 2000 pro.It'll ask if you want to change,reformat,or leave the drive as is..Choose LEAVE IT AS IS if you've reformatted using FAT32..
