win 2000 and outlook express

I get this error message: "Outlook express could not be started because MSOE.dll could not be loaded." I did a search and there is a file named "MSOE.dll" in the Outlook directory, but apparently it will not load. Ideas?

I have had this problem a number of times. Although i have never worked out what causes this - re-installing or upgrading Internet explorer has fixed the problem every time. When you re-install IE make sure you select the custom installation and tick the outlook express box as well.

i dont have win 2000 i have win 98 and my outlok is doing hte same thing saying it cannot open cus the MSOE.dll cannot load i reinstalled just outlook 6 and it did not fix it do i need to reinstall it all for it to work why is this caused ??????? i cannot get my email any other way...
