web/HTTP slow connection

I have a problem browsing the web with my windows 2000adv server.(both IE & Netscape) HTTP connections have become so slow. Monitoring received data shows 10~15 sec no data transfer then for 3~5 sec there will be a packet burst and again no data. At that moment pop3 protocol and smtp works very well and also I can ping e.g. yahoo.com without ANY problem. I also have windows 98 in my computer and there is NO problem using web in win98! So it seems that the problem is in my windows2000 and just HTTP protocol!? But I don't know how to check it. (I also use "Internet Connection Sharing")
