W98 to W2k Dialup connect won't work

I am dual booting W98/W2k. The dialup connection works on Windows 98, but when I try to add it on W2k it won't work. It gets dial tone and dials the # and just before it hits the last #, it starts to ring and then goes to a fast busy signal. When I reboot to W98, the modem works fine. W2k recognizes the modem, I have tried disabling the dialing rules and using them(i.e. area code), nothing works. All the settings in W2k appear correct, my ISP says there is nothing else I should change, Please help. Thanks in advance!!
