W2K Menu Scroll effect doesn't work

Decided to freshen up my system with a drive wipe/format/re-install windows. 50+updates and patches and countless hours later...here we are.
Everything seems to work except the windows Menu Scroll effect. I select Scroll in the drop down but it doesn't work. Several reboots and attempts...same thing. The Use Effects checkbox is grayed out like maybe the effects aren't active or installed and I seem to recall it being a usable checkbox.
Not a major deal but fade menus are slower and I like the menus to snap open quickly.
I re-installed the video driver in case that was the problem...but same thing.
Anyone have an idea as to what registry file(s) in windows is missing or didn't load properly during install or how to get the scroll menu option working? (hope this is the only thing that didn't install properly... :O !!)

No responses I see but no matter.
I finally clicked in the grayed out checkbox for the hell of it and it went active. I've never seen clicking a gray checkbox as an option before. New one on me...but I still feel sorta dumb.
