W2k does not shut down or reboot

I just intall an W2k sp3 and it does not shut down or reboot. The only thing that turns off when the system is supposed to shut down is the HDD, the other devices still on, the monitor, the board and the other HDD. I have installed also the new sp4 but it does not fix the problem. The pc had w98 before and it was shutting down but I had some freeze problemes so I decided to format and install w2k. Can someone help me? I'm so frustrated with this weird problem. My board is an Intel D850GB Thanks, Juliana

You have to activate the fonction called APM.

I discover something more weird. I had an usb device connected to the pc. When I unplug it the pc reboot and shut down. I really need the usb connected to the pc. What can I do now?
