W2K DHCP SVR LAN configure problem

I have added a W2K DHCP server to my LAN. The LAN prior to adding this DHCP server had a W2K AD-DC server with RRAS/NAT acting as the DHCP server. I have since turned off RRAS/NAT as the acting DHCP server, and presently the dedicated W2K DHCP server is working.
My question is, when i configured the DHCP server I first joined it to the domain and configured its scope, authorized it while logged in to the domain with the admin account on the AD-DC server.

It will not hand out ip addresses to the clients in the domain unless i have logged in locally to the DHCP server. Is this how its supposed to be?

also, while logged in locally to the DHCP server, I do not see a managed authorized dhcp server option on the action menu! I only see this option when I am logged onto the dhcp server with the Admin account of the AD-DC server! is this also how its supposed to be?

Did you do something similar to these steps when setting up the DHCP server: http://support.microsoft.com/kb/300429 ?

And no, DHCP should function without you having to be logged in.
