I see in the WINNT folder a series of subfolders of type $NtUninstallKB920670$. Do not know of their significance or utility.
Wondering if they can be deleted without risk.

These are "archived" folders that relate to the service packs/security updates installed on your computer. For example, the item you gave above ($NtUninstallKB920670$) would be so you could uninstall hotfix KB920670.
These folders make it easier to revert back to a previous service pack. Windows 2000 has 4 service packs and a rollup. I am running NT 4 (6 service packs and a rollup) and my computer has the same folders you are talking about. When you install service packs, Microsoft gives you the opportunity to say yes or no to "Archive Files" or "Do not Archive files."
Because of their intended purpose, if you delete these folders you probably won't be able to revert to a previous service pack and/or fully uninstall service packs.

PS you will see that Microsoft's page says security update for Windows XP. This is inaccurate. Many of their security updates say Windows XP when they are in fact for both Windows 2000 and XP. I think it is so people are less likely to know they are still security-patching it; Microsoft wants people to upgrade!
That folder on your computer proves it!

I'm sure MS would love everyone to upgrade but it doubt that it is deliberately motivated in the way you suggest. MS are no longer supporting Win2k so it will obviously no longer get mentioned.
If we happen to find out that an update does for both then that is now up to us. MS are no longer writing updates for Win2k nor are they testing them on it. Some might happen to work but probably many/most of them won't.
