Create a shortcut on your desktop.
The "Start In" folder is the folder that contains the executable for the program.
The Target should read "C:\WINDOWS\system32\runas.exe /user:machine name\userid" then the path to the executable for the program
When you run the shortcut, you'll have to enter the Administrator password.

You could just change the Registry entry and the Folder permissions giving that user Modify on them. That way, you wouldn't have to run the program as Admin.
