users don't have internet

OS: windows 2000 server
CPU/Ram: intel/1024

In our LAN , we have a server which has 2 NIC & is connected to internet. and ISA server is installed on that server (win2k server). normally users can user invalid IP of the server as the proxy server for conencting to internet. but to some reason we should have LAN Accounting. so I activated RRAS in that server and also add NAT to it. but they don't have internet by connection to server when they make a VPn Connection to the server.

this is really important. can anybody help me?
