Users can't open jpeg. Admin can!!

Can anyone help me on this? I have several freshly installed w2k maschines. These have been placed in the domain, and seem to work without any problems. But for one problem. If a person with User rights logs on, they can't open jpegs. Windows say that "No file information found in registry..." (or similar, translated from our german maschines.) If I change these users to local powerusers, they can open the files without problems...
Go to Start -> Run -> type regedt32 and click OK. Go to the HKEY_LOCAL_MACHINE window, double click on Software, double click on Microsoft. Scroll down to find "shared tools" on the left side of the window. Highlight it and click on the "Security" menu from your menu bar... select permissions. Highlight "users", and put a check mark next to the "full control" box. This change should work right away - no need to reboot.
