user rights w2k stand alone

This is what i want to realise :
A stand alone PC with Win2000 and multiple users, and make different policies for the users. I know it was possible on NT4 (user policy) but with w2k i can only set the local policy. Can anybody help ?

Set up different groups, apply the policies to the groups, add the users to the groups.
