User passwords do not expire

Our Windows 2000 user passwords do not expire, but should. If I run command:
net accounts /minpwlen:5 /maxpwage:30 /minpwage:10 /uniquepw:5 /DOMAIN
followed by "Net user janeness" it shows that the user's password will expire on 9th May. But if I run the same command a couple of minutes later it shows that her password will never expire! I have tried setting the GPO values in Domain Security Policy\Windows Settings\Security Settings\Account Policies\Password Policy, but they keep getting reset back to the defaults. What am I doing wrong? I'm going mad!
