Unable to use COPY & PASTE in FTP?

Hi,
I have set up an FTP server on 2000 server and when someone is trying to login to my FTP server using browser, they are not able to use the copy & paste from the menu of the browser.
When a user is trying to select the file (right click the file) and say copy , he is unable to paste it in his local system.
Why is this happening?
How can a user use my FTP server through browser and use the COPY & PASTE from the menu of the browser.
