Unable to startup

I am unable to startup a system on our network. It gets to the Windows is Starting Up screen and then goes to a blue screen with the following message.

The registry cannot load the hive (file):
\SystemRoot\System32\Config\SOFTWARE

I tried booting in safe mode but got the same message. How do I fix this?

Try getting booting from the Windows 2000 cd and when prompted perform and emergency repair.

That's not a possibility. The system doesn't have a cd-rom drive. Any other ideas?
