transfer speed - HTTP VS FTP

The computer who connect on my FTP server with a FTP connection can transfer up to 40kb/sec. 10 clients means 4kb/sec per connection. On the same server and the same internet connection, I can download with 150kb/sec of transfer rate on a http site. Is someone knows how to boost my ftp connection to be the same as the internet max transfert rate?
I have a ADSL modem. The transfer rate are calclated for download speed in both case. The download speed with my FTP softwares is 40kb/sec and is 150kb/sec with Internet explorer. The FTP softwares are Serv-U installed on my server and FTP Voyager wich are installed on other computer whereever in north america.
The FTP voyager are scheduled to send data to Serv-U on my FTP server.
The computer with FTP voyager can upload up to 1Mb/sec but my server can not receive so download these data faster than 40kb/sec.
