TP - no boot from CD/floppy

IBM Thinkpad won't boot from CD or USB floppy. Startup boot settings are correct. IBM Help can't resolve on the phone. Anyone else have this problem? Pls also respond to kumaaz@yahoo.com Thanks for any help
