terminal server virtual memory

my windows 2000 server reports a 'low virtual memory' message to all sessions currently running and windows becomes slow. the machine is an IBM with 96Mb so i dont know wether i should increase the virtual memory size,won't it have an effect on the perfomance of the server.or do i need to juss upgrade the memory?
