TCP/IP Not Installed?

I'm attempting to upgrade Win98 to Win2k. So far, everything has been gravy with the exception of the protocol installation. When I install TCP/IP, I'm given no reason to think anything went badly, however I cannot ping or run ipconfig/winipcfg. It says that it is not recognized as an internal command. I have tried reinstalling a number of times, sometimes after reboots, sometimes after hardboots. I'm out of ideas at this point. Any help would be GREATLY appreciated. Thanks!

suggestions:Remove all protocols, and reboot. Add tcp/ip again.

Drastic:Clean install. Don't no anyone who has upgraded and not had problems in one way or another eventually.

Delete all of the above subkeys as they are found, and then reboot the machine. After the reboot, try to re-install the networking portion of NT. If that
does not work, then
remove any of the following registry subkeys if they exist:

NOTE: You will have to change the permissions on these registry keys -- only REGEDT32.exe can do this
