Task Scheduler won't run

I have Windows 2000, the Task Scheduler has ceased running and I can't start it. Error messages are:the task scheduler service is not running,the RPC service is unavailable, the service process could not connect to the service controller,the service did not respond to the start or control request in a timely fashion, could not start the Task Scheduler on local computer. I have checked the logs and find errors for Service and Control Manager,possibly also True Vector Engine. This seems to have first occurred after I set up a home network,on the secondary PC. I have done everything recommended by every information source I could find, including my PC guru. Nothing has worked. I need some serious advice. Microsoft has no information that has helped, only process of elimination.

Is the Task Scheduler set to run using the Local System Account?
Try reinstalling SP4 if you haven't already or try installing it if you haven't.

I am running SP4 already. To reinstall it, I simple download it and run through install, correct? Or do I have to uninstall it first, which I know can cause problems? Task Scheduler is already set up to run using Local System Account.
