Take Control Panel permissions off

CPU/Ram: Pentium II/256 MB RAM

I have a LAN with 30 users and two servers. some of the users are constantly changing the settings to the Control Panel. I want to know where I can go to make the Control Panel settings disappear from the users' desktops. Thank you.

In Group Policy, go to Local Computer Policy, User Configuration, Administrative Templates, Control Panel and enable the Disable Control Panel option.

I want some computers to be on and some to be off the control panel, so now when I went to reverse what I did, I now get this message: "Your system administrator disabled the control panel"
