Stuck IP, DHCP Wont renew Help

CPU/Ram: P3 600 mhz

my boss's computer used to work fine. It's on our network and all the sudden the internet stopped working and now the ip is stuck to some 169.xxx.xxx.xx ip and it wont release and renew or anything
ive uninstalled the network card a million times and reinstalled it. It never changes ip. What's going on.
When i goto CMD and release ip, it gives me an error saying "All adapters bound to DHCP do not have DHCP addresses. the address was automatically configured and cannot be released"
anyone have any idea.

the problem is not a tcp/ip one but a hardware one. The 169.x.x.x address is a autoassigned one when the system calls to a dhcp server and none responds. this usually indicates a bad nic, cable or switch port.

how many Local area connections do you have in network connections?

open the TCP/IP properties, make sure Ip and DNS are both set to obtain auto.
