stream video over ethernet

Is there a way to stream video over ethernet like a vnc viewer or something. When I try through tightvnc all I get is a black box. All remote access viewers just show a black box where the video should show. The network engineer says that it will not show because it is video overlay and all that windows sees is a black box so that is all that I see.
