STOP error c000026c after upgrading W98

I attempted to upgrade my Windows 98 with windows 2000, and it seemed to be going OK until one reboot during the install I get a BSOD with a stop error c000026c unable to load device driver \SystemRoot\System32\Drivers\Cdrom.sys with error status 0xc000012f
I even get this error when trying to go into safe mode, I cannot find any way around this.. Is there anyway I can go back to Windows 98 or atleast recover all my data on my hard drive so I don't have to start from scratch? Thanks for any help!

Pull the CD-rom out of the machine and put a Windows 2000 Compatible one in there.

well, i tried unhooking the IDE cables from both CDROMs I have and rebooting and still no dice, any advice from there?
