I have to reinstall my cd drive with a floppy but one of the steps is to start the computer in MS DOS, how do I do that eh?

There is no MSDOS in W2K and never will be except in Emulation Mode. W2K will auto detect Optical drives if they are recognised in the BIOS. No Drivers required.

Set your BIOS to boot floppy first.
Put a boot floppy in the drive.
Season to taste.

As rogerashley says - 2k will recognise CD. Certainly no need for dos - and if you do boot from a floppy into dos, it won't make the slightest difference to 2k (ie, nothing you do there will be picked up when you boot 2k).
