Start Menu Group policy for OU

I have a Win 2000 Pro clien connected to a Win 2000 Svr domain. I hava 3 OU's, on one call the Production OU I have 2 users, and I am trying to set there start menus through group policy. I right-click the Production OU and then click properties/group policy then New and Edit. I will then go to User and configure the start menu, disable/enable what i want to have on the start menus for that OU. ex. enable the log off, and hide the network neighborhood from the desktop. After i do this and the user logs on, the changes have not occured, it is still the same start menu and desktop!! Why? what am i doing wrong?

The domain Group Policy has two areas: Computers and Users. The Computers area is read upon computer startup, and the User area read upon user login. Now, that means the objects (computer account or user account) both have to be below that group policy in order to get their corresponding settings. So it sounds like your policy is on an OU, but the user accounts aren't in that OU (they're somewhere else).
You might also look up "loopback" GPOs....

I put the user names in the OU! when I log in with those user names, the group policy that i set for those users start menus do not change! I don't know what i am doing wrong, if i am doing anything wrong! I believe I am doing everything correctly, its not working for some reason. Help
