well the problem sounds to me like users can't access the boot files. is it just a custom folder that you are letting them access? why don't you try giving people read access to the system32 folder and the root C: and lock them out of the rest. Hope it helps.

Possibly you've somehow blocked access to DNS very slow or seemingly non existant booting of clients is usually down to DNS problems

I already solved the issue. My users folders are all in c:\Users, which rights I set to admninistrator, but for users folders (inside that folder) I set that only the user whose folder that is can access his files. I don't know why, but somehow also the folder C:\Users must be accessible by all users. Now everything works fine.
