I installed Win 2000 Service Pack 4, and now my computer won't boot! It's stuck in a trying to re-boot loop, and will not even start in safe mode. Any suggestions would be appreciated!!!

Boot into Safe Mode and remove the Service Pack.
Did you not read what the OP said? He cannot boot into safe mode.
