Some sounds don't work

I just did a reinstall of win 2000 and have a sound problem. Everything is set properly in the multimedia sounds tab of control panel, I've compared it to other working profiles. I can play mp3's in win amp, I get sound from dvd's, from stresming video and audio. Some of the windows sounds work. But I get no start up or shut down sounds. The only app I noticed doesn't work right is sounds in Quicken. I also noticed when I bring up the volume control and click on it I get nothing. This has allways been my test to see how loud it was before I played something. Can some one help please, I've spent hours looking around and can't find a reason. I've changed the scheme and disabled and reinstalled the sound card. I've double and triple checked my sound and multimedia settings with a working profile. I hope someone out there can help because I'm out of ideas.
