as the following:

Signature Validaion Options
The validations of digital signatures within Explorer can be enabled or disabled. This affects only the icon displayed, but not the ability to manually validate digital signatures.

[]Validate digital signatures and special icons

Changes to this setting will not take effect until the next time you log on to Windows.

OK Cancel

Also, i CANNOT run any programs, when i click on their icons or run them from Start=>Run, this message pops up and the program is not launched. I checked the check box and restart, log off or shut down my computer, but the problems never goes away. I need to use my computer for my end of year project. Please help.

Well, there is this under help. Perhaps you don't have a default choice?

To set file signature verification options
Open System in Control Panel.
On the Hardware tab, click Driver Signing.
Under What action do you want Windows to take, click:
Ignore to allow all device drivers to be installed on this computer, regardless of whether they have a digital signature. This option is unavailable unless you are logged on as an administrator or as a member of the Administrators group.
Warn to display a warning message whenever an installation program or Windows attempts to install a device driver without a digital signature. This is the default behavior for Windows.
Block to prevent an installation program or Windows from installing device drivers without a digital signature.
If you are a logged on as an administrator or as a member of the Administrators group, under Administrator option, click Make this action the system default to apply the selected setting as the default for all users who log on to this computer.

If that doesn't help, check the system event viewer (right click My Computer ->Manage and see if there is a specific error with a number you can start researching. If there is, look it up at http://www.eventid.net
