is there a setting or configuration that I can set so that my computer shuts down without me having to press the power button,
just click on start and then shutdown and walk away, my other computer does that, is this a bios thing?

I used to have a similar problem when i
updated to win 2k. Here is my solution :
check that Advanced Power Management is
enabled in the BIOS and boot windows. Then go
to START>settings>Control Panel>Power Options
click on the APM tab and make sure that
Advanced Power Management is enabled. click
apply. Sorted. Your PC should now shut down
without you having to press the power button.
