shutdown of windows 2000 in 22 PCs

What machine has Windows 98? What OS is the server? If the server is 2000, and all the machines are 2000, you can run SMS.

One easy solution would be to use Shutdown.exe. Its a small program from Microsoft and available in the Windows 2000 Resource Kit. You may be able to find it elsewhere.
The program allows you to shutdown/restart local and remote Win2k machines as long as the user logged in to the machine calling the shutdown also has permission to shutdown the remote workstations.
You could easily create a batch file to shutdown all of the machines at your cafe.
